My favorite program is Photoshop. I know Painter is much more realistic and gives the best results for digital painting (specially if you come from a traditional background), but it's quite hard to use IMHO. I used GIMP for many years, and, although much more limited than Photoshop, it's free and great to start getting the digital painting process. I know some artists use SAI too, but I haven't tried it so I can't give you an opinion.
On the tablets, I began with a Genius 8x6'' tablet, but then moved to a quite more expensive Wacom Intuos3 8x6'' tablet. I've heard a lot of people saying that the best to start with (specially if you are unsure of whether you'll like digital painting or not) is to pick a Wacom Bamboo tablet.
